The Ministry of Public Security's Traffic Management Bureau requires local traffic management departments to fully implement and strengthen responsibilities in 6 key areas, encompassing a total of 16 specific measures. These include strict licensing procedures, enhanced road inspections, remediation of road hazards, strengthened dynamic monitoring, and establishment of emergency mechanisms. The initiative aims to conduct concentrated crackdowns on traffic violations involving hazardous chemical transport vehicles and their drivers, eliminate overdue-inspected or unscrapped vehicles through rolling clearance efforts, continuously improve road traffic order, address safety hazards, and comprehensively maintain a safe and orderly road environment.
The Ministry of Public Security's Traffic Management Bureau requires local traffic authorities to significantly increase police presence on roads surrounding hazardous chemical production, sales, and storage facilities, in restricted or prohibited zones, and along water-adjacent or cliff-side road sections. Control efforts must be intensified at grade crossings on national and provincial highways, sharp curves, steep slopes, highway ramps, and interchanges. Patrol frequency should be increased during nighttime, early morning hours, and restricted time periods. Strict enforcement is required against hazardous chemical transport vehicles for speeding, fatigued driving, illegal parking, improper lane usage, and violations of restricted travel regulations, effectively eliminating potential causes of accidents.
The Ministry of Public Security's Traffic Management Bureau emphasized that local traffic management departments must publicly expose typical cases of traffic violations and accidents involving hazardous materials transport vehicles, release a list of hazardous materials transport enterprises that fail to fulfill their primary safety responsibilities, and mandate rectification within a specified timeframe. Any leads on criminal or illegal activities related to hazardous materials transport vehicles must be referred to the relevant authorities for legal handling, thereby increasing the cost of violations and enhancing deterrence.
